The long-term goal of the Public Procurement Office is to improve and shorten the public procurement process through digitalization, automation, and standardization of procedures. Another key priority is reducing the administrative burden and error rates for contracting authorities and procuring entities throughout the procurement process.

The challenge of the ninth MIRRI SR hackathon, funded under the Recovery and Resilience Plan of the Slovak Republic, was to design a digital solution that would support public procurement services and significantly reduce the administrative burden on contracting authorities and procuring entities.

Automation of procurement documentation through public-private collaboration

The solution to the hackathon challenge was a system that enables the automatic search, creation, and generation of template procurement documents and general terms and conditions in standardized formats.

With the support of the Ministry of Investment, Regional Development and Informatization of the Slovak Republic, a modern digital solution was developed to support public procurement services through the automated creation of procurement documentation and general terms and conditions. The system was developed in cooperation with Sodehal s.r.o., which won the Audience Award at the hackathon titled Let's hack the Competition Documents, held in June 2024.

Simpler and more secure creation of procurement documents

The proposed solution, the Procurement Documentation Assistant (hereinafter also referred to as PDA), enables the automatic search, creation, and generation of appropriate documents from an existing database based on predefined user needs. At the same time, it ensures that contracting authorities work with up-to-date and standardized documents.

The system is intuitive and easy to use. It allows users to generate complete documents directly in the required format. The solution can dynamically adapt selected parts of the documents, including updates in response to legislative changes, further revisions, and mandatory user registration.

Through the admin interface, employees of the Public Procurement Office can support contracting authorities and procuring entities by preparing continuously updated procurement documents. This leads to greater standardization, reduced error rates, and an overall improvement in the public procurement process and its perception.
