The goal of the tenth hackathon organized by the Ministry of Investments, Regional Development, and Informatization of the Slovak Republic (MIRRI SR), titled Digital Citizen, held in September 2024 and funded by the Recovery and Resilience Plan of the Slovak Republic, was to create an integrated platform for providing digital services and encouraging citizen participation in the city of Prešov.
During the event, the core concept of the Digital Citizen project was developed, which—after completing the technical specification—was transformed into a real software solution.
From Hackathon to a City’s Digital Gateway
The My Prešov web application represents the first step in building the city’s digital ecosystem. It offers a simple and modern way for residents to communicate with the local government. The app allows citizens to submit reports, track their status, read city news, participate in public voting, and potentially access various municipal services through a unified digital platform in the future.
On the administration side, the system enables the registration and processing of citizen submissions, assigning responsibilities to specific departments, and generating overviews and reports for city management. This helps reduce administrative workload and increases transparency in municipal processes.

The Future of Digital Citizen Project
The Digital Citizen project has become a cornerstone of the city of Prešov’s digital transformation. Future phases will focus on expanding functionalities and integrating with other municipal systems—such as a unified payment gateway or the city’s service portal. The ultimate goal is for My Prešov to become the central platform for all digital citizen services—from submitting applications to completing them—without the need to visit the office in person.
Contribution to Modern Local Governance
The Digital Citizen project demonstrates that municipalities can also lead in digital innovation and open communication. Thanks to the support of MIRRI SR, Prešov is becoming one of Slovakia’s leading cities in developing its own municipal digital ecosystem, built on simplicity, transparency, and citizen trust.
